Training Cycle for Strengthening the Capacity of Local Self-Governments

The capacity-building training cycle for expert teams on good governance at the local level has been successfully completed. This initiative was implemented by the joint UN programme PRO - Local Governance for People and Nature, with the support of the Government of Switzerland.

The sixth and final training within the programme took place on 20–21 February 2025 in Belgrade. The training began with a recap of the training cycle, followed by discussions on changes in knowledge and areas of application, as well as models for institutionalising good governance centres in local governments. Additionally, participants reviewed expectations and outlined the next steps, identifying key lessons learned.

The training once again highlighted the importance of synergy between all principles of good governance, with a particular focus on the practical application of acquired knowledge through a case study in the final exam.

"This training is extremely valuable for expanding knowledge on good governance, particularly on crucial topics such as citizen participation, discrimination, innovations in our legislation, and implementation. These are the areas where knowledge needs to be broadened because they are the essence of democracy," emphasized Slaviša Milenković, representing the municipality of Vrnjačka Banja.

"After this training, I have a much broader understanding of good governance principles. This framework allows us to do everything we can to improve the lives of our citizens and enhance living conditions in our communities. More people from local administrations should be involved so that this concept can expand and be applied as widely as possible," added Gordana Milenković from the municipality of Kučevo.

The training is part of the support provided by the programme to local governments to enhance the quality of governance and enable more transparent, accountable, and efficient functioning of their institutions. Upon passing the final exam, trainees from 22 local self-governments will have the opportunity to attend a training-of-trainers programme, equipping them with the skills and methods for knowledge transfer, thereby ensuring that the knowledge and techniques they have acquired become accessible to the wider community.

The Programme “PRO - Local Governance for People and Nature” is jointly implemented by United Nations agencies in Serbia - UNOPS, UNICEF, UNFPA and UNEP, in cooperation with the Serbian Government, and with financial support of the Government of Switzerland.
